크리스 힙킨스 코로나19 대응부 장관은 조만간 코로나19 감염자들이 집에서 격리하는 조치가 도입될 것이라고 밝혔다.

 

최근 모델링에 따르면 코로나19 감염 사례 수는 오클랜드와 노스랜드 지역에서만 최악의 경우 매주 5,200건이 넘을 것으로 예상돼 격리 시설 수용력을 능가할 수 있다. 이 모델링은 해당 지역이 아직 도달하지 못한 90%의 백신 접종률을 기반으로 한 것이다. 이 비율의 일부가 되더라도 격리 시설은 만원이 된다.

 

전국적으로 격리 시설 방은 583개가 있는데 오클랜드 420개, 해밀턴 110개, 웰링턴 10개, 크라이스트처치에 43개가 있다.

10월 11일 현재, 364명이 211개의 방에 머물고 있어 1/3이 조금 넘는 방이 사용 중이다.

 

격리 시설 대변인은 설명을 통해 “격리 시설은 코로나19가 뉴질랜드에 들어오지 못하게 하기 위한 국경 대책의 중요한 부분일 뿐만 아니라, 이제 지역사회로 확산하는 코로나19로부터 뉴질랜드의 나머지 지역을 보호하는 역할도 맡고 있다"고 말했다.

 

보건부가 의뢰한 모델링 결과, 사례 수는 일주일에 5,200건까지 발생할 수 있으며, 이 수치는 최대 6주까지 지속될 수 있는데 이는 오클랜드와 노스랜드 지역만 한정한 것이다. 보건부의 최고 의료 책임자인 앤드류 코놀리는 이 수치에 의하면, 대다수 사람들이 집에서 격리되어야 할 것이라고 말했다.

 

그는 "이는 분명히 제트 파크와 같은 격리 시설에 모든 사람을 수용할 수 있는 수치가 아니며 현재 우리는 지역사회 내에서 자가 격리를 대비하는 것을 목표로 작업하고 있다”고 밝혔다.

자가 격리 시스템은 사람들을 위한 음식 배달, 가정 건강 검진, 매일 영상 통화로 건강 검진 등 많은 일을 필요로 한다.

힙킨스 장관은 이 조치는 해외에서 뉴질랜드로 오는 사람들에게 격리 시설 공간이 더 제한되는 상황을 막기 위해 필요한 것이라고 말했다. 향후 몇 주 내에 자가 격리 조치에 관한 더 많은 세부 사항이 공개될 예정이다.

Home isolation instead of MIQ

Hipkins said MIQ settings were being actively considered given it was unlikely New Zealand would get back to zero Covid cases. More news on that was expected in the coming days and weeks.

 

He wouldn't comment on whether they were looking at shorter stays or how vaccination would impact that.

Hipkins said there was a requirement for people to be fully vaccinated to get into the country from November.

 

There was an expectation airlines would be checking that before a more thorough check once they landed and there would be penalties for those who had lied about their vaccination status.

 

On home quarantine as opposed to MIQ, Hipkins said as cases increased, the sustainability of putting every positive case into MIQ was not feasible.

 

He said work had been ongoing for some time about developing a process for home quarantine.

There would still be MIQ for domestic cases with a higher degree of risk or those who couldn't isolate at home.

 

On the conservative release of MIQ rooms recently, Hipkins said fairly soon, it would be moved to a home isolation model for positive cases. In the last peak a couple of weeks back, MIQ almost reached capacity for how many positive cases could be managed.

 

The Government was planning for a number of scenarios, including if the health system was overwhelmed, and the Prime Minister would be providing information about that soon.

 

Hipkins said we had to recognise how other countries had changed their approach to Covid in the face of rising cases and no one had been able to get back to zero once Delta had infected people.

 

Bloomfield said modelling that indicated thousands of cases and many deaths was based on life at 2022 with open borders and high vaccination rates but without any other public health measures. He claimed raising alert levels was not supported by experts who had been consulted recently.

 

Hipkins said it wasn't clear what the state response would be to Australia's federal opening of society and would be interested to see what happens there.
